The Minister of Culture and Tourism, Suansavanh Viyaket, announced the plan at the Party Congress on September 25, 2025.
The target includes 21 million domestic tourists and 22 million international tourists, with an expected revenue of US$13 billion between 2026 and 2030.
The ministry plans to upgrade and expand infrastructure in key destinations, develop new tourist attractions, and improve facilities along key tourist routes connecting provinces and neighboring countries.
The strategy also emphasizes improving the quality of tourist destinations through intergovernmental cooperation. A key focus is building the skills and capabilities of tourism personnel.
In the short term, Laos aims to welcome 4.3 million international tourists by the end of 2025. In the first eight months of the year, the country welcomed more than 3 million tourists, a 15 percent increase compared to the same period last year.
According to the United Nations World Tourism Organization (UNWTO), Laos is ranked as the 13th fastest growing tourism destination in the world in 2024.
