Laos aims to increase its renewable energy share to 11 percent by 2030.

Laos’ energy development strategy aims to increase variable renewable energy (mainly wind and solar) to 11 percent by 2030.

This goal, officials say, is crucial to enhancing energy resilience, sustainability, and supporting the country’s long-term economic transformation. This message was emphasized at the Lao PDR Carbon and Clean Energy Market Conference, held in Vientiane on Thursday, September 24-25, 2025.

The conference brought together representatives from the government, development partners, the private sector, civil society, and regional stakeholders to develop a dialogue on carbon markets and the clean energy transition. The objective is to bring together leaders and stakeholders on climate, carbon markets, and energy to learn, discuss, and accelerate action.

In opening the conference, Ms. Santisuk Phimphachan, Director-General of the Department of Policy, Planning, and Evaluation, Ministry of Industry and Commerce, spoke of the important role of clean energy in Laos’ development path.

“Clean energy production through solar and wind, combined with robust transmission and new technologies, will not only power our industries and households, but also attract investment, create jobs, and enhance energy security.”
Although Laos has long been recognized for its abundant hydropower resources, which make it one of the cleanest electricity grids in the world,

officials recognize the need to diversify energy supply in the face of growing domestic demand. Ms. Santisuk noted that the 11 percent variable renewable energy target is not only about mitigation, but also about building an inclusive and climate-resilient energy system.

Ms. Benita Sommerville, Deputy Head of Mission of the Australian Embassy in Laos, emphasized the increased cooperation between the two countries, particularly under the Comprehensive Partnership signed by both governments in 2024.

“We are pleased to support Laos’ energy transition,” she said. “We are committed to helping unlock the value of Laos’ natural resources and accelerate its renewable energy potential through projects such as the Laos-Australia Sustainable Energy Partnership.” Australia’s Southeast Asia Economic Strategy to 2040 also identifies green energy transition as an investment priority in Laos.

Mr. Natharoun Ngo Son, Regional Director of EnergyLab Asia, emphasized the need for adaptable, locally informed solutions to support the government’s renewable energy ambitions.

EnergyLab has been working closely with governments and partners across the region to help translate policies into practical, scalable projects in Laos.

Recent milestones such as the 600-megawatt Monsoon Wind Farm and the nearing completion of the 1GW Northern Clean Energy Project underscore the country’s drive to scale renewable energy.

Mr. Natharoun Ngo Son emphasized that clean energy has potential beyond production, serving as a catalyst for economic transformation.
“A new regional supply chain is being created. If Laos is strategically prepared, it can position itself as a clean energy hub and attract investment in supply chains that deliver both economic and social benefits.”

The agenda included discussions on regional energy transition strategies, financing models, and ways to ensure Laos’ clean energy transition remains inclusive, resilient, and investment-ready.

The Carbon Market and Clean Energy Conference was organized by the Ministry of Industry and Commerce. The Department of Agriculture and Environment and the Australian Government, through EnergyLab Asia, Partnerships for Infrastructure and the Global Green Growth Institute.
