Beijing — A new trilateral law enforcement cooperation mechanism was officially launched on Wednesday in Jiangcheng County, Pu’er City, Yunnan Province, China, marking a significant step in strengthening coordination between border agencies of Vietnam, China, and Laos.

The initiative brings together the Pu’er Border Directorate under China’s Mengkang Immigration Checkpoint, Vietnam’s Điện Biên Provincial Border Guard Command, and Laos’ Phongsali Provincial Public Security Department, establishing a cooperation framework for the “Green Triangle” area and adjacent border areas shared by the three countries.

The launch comes amid increasingly close cross-border ties between local communities while addressing the growing challenges posed by transnational crimes such as smuggling, illegal migration, drug trafficking, and human trafficking. The mechanism aims to implement global security initiatives. Under this cooperation agreement, operations will be conducted on the basis of respect for sovereignty, jurisdiction, and mutual interests to ensure practical and effective coordination. The three parties agreed to hold biennial meetings on a rotating basis, strengthen joint management in key areas, and coordinate security measures during important holidays and political events in each country.

The main focus of this mechanism is to enhance joint efforts in combating transnational crime. Both sides will increase information sharing, jointly verify intelligence, and coordinate investigations into activities related to smuggling, arms and explosives trafficking, narcotics, human trafficking, and illegal labor. If necessary, joint operations may be conducted to target criminal networks operating simultaneously in the three countries.

Furthermore, joint patrols, law enforcement campaigns, bilingual legal awareness programs, and vocational training activities will be expanded.

Representatives of all three parties emphasized that the establishment of this mechanism represents a new step in trilateral cooperation, contributing to the creation of a frontier of peace, friendship, cooperation, and sustainable development.
