The United States has announced a new preliminary anti-dumping duty of 22.46 percent on solar products imported from Laos as part of an investigation into solar panels imported from Laos, India, and Indonesia.

For Laos, the latest measure together with earlier subsidy-related tariffs in February 2026, means Lao solar exports to the US could face more than double their original cost, with the total preliminary rate standing at roughly 103 percent.

Meanwhile, the new anti-dumping rates were set at 123.04 percent for India and 35.17 percent for Indonesia, in addition to preliminary duties announced earlier this year, following complaints from the Alliance for American Solar Manufacturing and Trade, a coalition of US solar manufacturers, said low-priced imports were hurting domestic manufacturers.

According to US government data, India, Indonesia, and Laos supplied around USD 4.5 billion worth of solar imports to the American market in 2025, accounting for around two-thirds of the total import.

The tariff rates remain preliminary for now. Final determinations for Laos are expected in early September, while India and Indonesia are scheduled on 13 July. Still, the US International Trade Commission will make the final process in October later this year.

Petition Began in 2025
The current tariff case follows a petition filed last year by the same alliance, seeking new trade measures against imports from Laos, Indonesia, and India.

The group submitted its complaint in July 2025, alleging that companies in the three countries were selling solar products below fair market prices while benefiting from government subsidies.

It also claimed some factories in Laos and Indonesia were Chinese-owned operations that had shifted production to avoid earlier US tariffs on Chinese solar goods.

Similarly, the US also imposed tariffs on solar cells in April 2025, imported from Cambodia, Malaysia, Thailand, and Vietnam with some as high as 3,400 percent.
